well its completely subjective and depends on what you are recycling/quality of your product/who you sell it to etc. getting more clients(who you think would be interested to buy the material) would be highly beneficial so start setting up meetings with such ppl. you should save as much as you can, generate more demand and use the saved money to add capacity.
